This document is the result of joint efforts by the expert community of the Civil Society Advisory Panel under the Platform for Ensuring Gender Mainstreaming and Inclusion in Recovery.

Only this approach can bring the principle “build back better” to life.
Participation of women in decision-making is a key component of effective recovery and will be a lasting investment in the future.

The study aims to determine whether communities apply gender equality principles when developing recovery plans, and what is the role of women in this process, to study the experiences of women who lead communities or play a prominent role in its governance, and also to identify the challenges that women face in recovery processes.

2025. ANALYTICAL MATERIAL. Engaging the Media in a Gender-Responsive and Inclusive Approach to Ukraine Recovery Programs: Recommendations for International Organizations

In the context of full-scale war and a protracted humanitarian crisis, Ukrainian media play a critical role that goes far beyond informing the public. They are active participants in documenting events, monitoring recovery, promoting community interests, and building trust in government and international institutions. Support of content and approaches fostering inclusiveness and gender equality in the context of recovery demand special attention.
In this analysis, Women in Media NGO proposes a number of recommendations for international organizations regarding cooperation with Ukrainian media in the context of a gender-responsive approach to recovery.
The recommendations are based on 12 in-depth interviews with representatives of regional and national media outlets held in 2025, as well as findings from a quantitative survey on how Ukrainian journalists cover the topic of gender-responsive recovery, conducted in 2024.

2025. ANALYTICAL REPORT. Leave for Male and Female Service Members: Challenges and Prospects

In the context of prolonged armed aggression, the right of service members to rest and leave takes on particular significance as a constitutionally guaranteed social right, enshrined in the Constitution of Ukraine and relevant legislation.
This analytical report focuses on current legislation, by-laws, and the legal gaps and challenges that arise in the practical application of relevant norms. The preparation of this brief included a review of a significant number of legislative and sub-legislative acts, registered thematic draft laws, as well as anonymized data from consultations requested by male and female service members via the Legal Hundred’s hotline.

2025. ANALYTICAL REPORT. Recovery for All: Mapping and Analysis of Recovery-Related Regulatory Acts
Vox Ukraine
Mapping and analysis of regulatory and legal acts in the field of recovery was carried out to identify gaps and formulate recommendations on priority areas for developing/updating the regulatory and legal framework.
Since the start of the full-scale invasion, the Vox Ukraine think tank team has been monitoring all wartime regulatory legal acts that have a significant impact on Ukraine’s regulatory environment. From this set, the Vox Ukraine team selected 218 regulations that have the most substantial current and future impact on the recovery process.
The analytical report contains includes both an analysis of specific regulatory and legal acts with practical recommendations for amendements, and a look at the reconstruction process taking into account gender mainstreaming in order to see more systemic problems and patterns.

The research materials will be useful for representatives of state authorities, local governments, civil society organizations, and experts providing services to the families of missing or captured service members.

2024. ANALYTICAL REPORT: Economic Empowerment of Survivors of Conflict-Related Sexual Violence as an Element of Reparations: International Experience and Guidelines for Ukraine

The purpose of this study is to identify ways to expand the economic opportunities of survivors of CRSV as one of the reparation mechanisms in Ukraine. Within the scope of the study, the focus was on the survivors of CRSV in 16 different countries of the world. The countries were selected according to the following criterion: armed conflicts took place on their territories and they have experience in the implementation of economic empowerment of survivors of CRSV (including through the activities of non-governmental organizations).
Both the best practices and successful cases of such empowerment and the negative experience of states that were unable to develop appropriate reparation mechanisms for survivors of CRSV and provide a regulatory framework in the relevant area for a long time are taken into account

2024. ANALYTICAL MATERIAL: Media Experience in Covering Gender-Sensitive Recovery in Ukraine

As gender-sensitive recovery aims to address the needs of various groups of women and men, including ensuring their equal participation in rebuilding wartorn regions and communities, it’s crucial to assist Ukrainian media in presenting materials about reconstruction with appropriate perspective.
This study was conducted to investigate the challenges faced by journalists when covering the topic of rebuilding Ukraine, and to determine whether attention is given to gender-sensitive recovery in such coverage.
117 male and female respondents from 94 Ukrainian editorial teams participated in the survey.

2024. ANALYTICAL MATERIAL: Gender Impact Legal Analysis of Laws and Regulations in the Field of Human Capital

During the reconstruction and recovery period after the war, it is important to consider the principles of gender equality in laws and regulations. The principle of “build back better,” which Ukraine plans to apply during reconstruction, can also be used in shaping economic and social policies, increasing their effectiveness and human-centeredness. This means that in developing laws and reforms, it is necessary to consider equal opportunities for men and women and to include provisions in L&R that promote gender equality.
In this article, Vox Ukraine analyzed regulations that fell under the Index’s “Human Capital” category, which encompasses the most people-centric areas of the Index: the labor market, social protection, education, healthcare, culture, etc. Analysts selected the most relevant regulations adopted after February 24, 2022. Firstly, during this period, Ukraine faced unprecedented challenges in the social sphere due to the displacement of a large number of Ukrainians, increased demand for state social support, and the need for new solutions in the medical and educational sectors. Secondly, Ukraine embarked on a rapid Euro-integration advancement, requiring accelerated harmonization of domestic legislation with European standards. Finally, Ukraine is working on rebuilding following the principle of “build back better.” Part of this work involves developing new and improved policies, particularly in social policy. In total, Vox Ukraine examined 78 legal and regulatory acts assessed by the Reform Index experts.
