Platform for Ensuring Gender Mainstreaming and Inclusion in Recovery

The Platform is an advisory body to the Commission on Coordination of Executive Authorities on Ensuring Equal Rights and Opportunities for Women and Men

The Platform was created as an advisory body to the Commission on Coordination of Executive Authorities on Ensuring Equal Rights and Opportunities for Women and Men, which functions as a temporary advisory body to the Cabinet of Ministers of Ukraine. The Commission was established to ensure coordinated action by executive authorities to implement a unified state policy on achieving gender equality in all spheres of public life (hereinafter reffered to as state gender policy).

The Platform aim:

Ensuring coordinated cooperation between executive authorities, civil society, private sector actors, development partners, and international organizations to uphold the principles of gender equality and inclusion throughout Ukraine’s recovery process.

The organizational work of the Platform is provided by the implementing partner. The Ukrainian Women’s Fund is the implementing partner for the period 2023, with the support of the UK Government, provided through the Foreign, Commonwealth & Development Office within the framework of the project “Women. Peace. Security: Acting Together”.

 

THE PLATFORM COMPOSITION

The Coordinator of the Platform is the Head of the Commission on Coordination of Executive Authorities on Ensuring Equal Rights and Opportunities for Women and Men Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine.

The Deputy Coordinator of the Platform is the Deputy Head of the Commission – Government Commissioner for Gender Policy Policy.

Representatives of state bodies that ensure development and implementation of state policy on ensuring gender equality and inclusion, as well as people’s deputies of Ukraine.

Development partners, business representatives, representatives of international and non-governmental organizations that work for ensuring gender equality and inclusion.

Coordination Council of the Platform

Coordination Council of the Platform is esponsible for making consolidated decisions on the Platform’s priorities, composed of relevant stakeholders and governmental representatives.

Composition of the Coordination Council:

  •  – Deputy Ministers, taking into account the identified areas of recovery
  •  – heads of the National Agency of Ukraine on Civil Service and the National Social Service
  •  – Representative of the Ukrainian Parliament Commissioner for Human Rights
  •  – Director General of the Government Office for Coordination of European and Euro-Atlantic Integration
  •  – Head of the State Agency for Reconstruction and Development of Infrastructure of Ukraine
  •  – Presidential Commissioner for Barrier-Free Environment
  •  – Representative of the Mission of the President of Ukraine in the Autonomous Republic of Crimea
  •  – interested embassies, international and non-governmental organizations working on gender equality and inclusion

 

Civil Society Advisory Panel

The Civil Society Advisory Panel is an association of civil society representatives – participants of the Platform, which was established to strengthen the voice of civil society.

The aim of the Advisory Panel is to strengthen the influence of civil society on the processes of ensuring gender mainstreaming and inclusion in recovery, coordination of activities, involvement in decision-making, and ensurig the participation of civil society representatives in recovery and reconstruction processes. All civil society representatives who become members of the Platform’s working group automatically become participants of the Advisory Panel.

This document is the result of joint efforts by the expert community of the Civil Society Advisory Panel under the Platform for Ensuring Gender Mainstreaming and Inclusion in Recovery.

The 10 blocks of gender responsive and inclusive recovery incorporate the needs of women and men, boys and girls from diverse groups.

Only this approach can bring the principle “build back better” to life.

Participation of women in decision-making is a key component of effective recovery and will be a lasting investment in the future.

2025. ANALYTICAL MATERIAL. Engaging the Media in a Gender-Responsive and Inclusive Approach to Ukraine Recovery Programs: Recommendations for International Organizations

Women in media

In the context of full-scale war and a protracted humanitarian crisis, Ukrainian media play a critical role that goes far beyond informing the public. They are active participants in documenting events, monitoring recovery, promoting community interests, and building trust in government and international institutions. Support of content and approaches fostering inclusiveness and gender equality in the context of recovery demand special attention.

In this analysis, Women in Media NGO proposes a number of recommendations for international organizations regarding cooperation with Ukrainian media in the context of a gender-responsive approach to recovery.

The recommendations are based on 12 in-depth interviews with representatives of regional and national media outlets held in 2025, as well as findings from a quantitative survey on how Ukrainian journalists cover the topic of gender-responsive recovery, conducted in 2024.
