On August 20, a joint Meeting of the Platform for Gender Mainstreaming and Inclusion in Recovery, the Alliance for Gender-Responsive and Inclusive Recovery, and the Sectoral Working Group “Gender Equality” on topic “Ensuring Gender Mainstreaming and Inclusion in Recovery: Joint Steps” was held.

The event was opened by Taras Kachka, Deputy Prime Minister for European and Euro-Atlantic Integration, Coordinator of the Platform for Gender Mainstreaming and Inclusion in Recovery.
The Deputy Prime Minister emphasized the importance of the gender equality and inclusion agenda and the need to make gender equality a cross-cutting element of all recovery policies.

Kateryna Levchenko, Deputy Coordinator of the Platform, Government Commissioner for Gender Policy, Head of the panel “Gender Equality and Women’s Leadership in Recovery and Reconstruction” at URC 2025 outlined the outcomes of the Ukraine Recovery Conference (URC 2025).
The key conclusions of the gender mainstreaming at URC 2025 are:
- Demonstration of strengthening gender mainstreaming and inclusion in the recovery of Ukraine
- The need for continuous systematic work and coordinated actions of all participants, platforms, associations involved in the gender-responsive and inclusive recovery of Ukraine
- The need to develop a matrix of joint actions – a draft Roadmap format for further steps in the implementation of gender mainstreaming and inclusion in the recovery for 2025-2026.
Sabine Fraser Gunes, UN Women Representative in Ukraine, covered ways to increase funding for gender-responsive international technical assistance (ITA) projects in Ukraine.
Viktor Nestulia, Head of the DREAM Project Office, informed on planned pathways to Gender Sensitivity of the Public Investment Management System / DREAM Platform.
Liliya Savych, Partner at Korn Ferry and Head of the Organizational Strategy Practice, presented the Human Capital Resilience Charter, which provides for the inclusion of gender approaches in human capital development, and announced the appearance of a corresponding manual.

Natalia Karbovska, Director on Strategic Development at the Ukrainian Women’s Fund, highlighted the expertise and effectiveness of the Platform’s Civil Society Advisory Panel and initiated a discussion on the opportunities and obstacles to implementing the “Ten Blocks of Gender Responsive and Inclusive Recovery” developed by the Advisory Panel’s expert group.
Iryna Postolovska, Deputy Minister of Social Policy, Family and Unity of Ukraine, reported on the Ministry’s ongoing work on documents necessary for the implementation of NAP 1325 and the development of the NAP on preventing and combating violence.
Olena Trapeznikova, a representative of the Embassy of Canada in Ukraine and co-chair of the Sectoral Working Group “Gender Equality”, as well as Audur Edda Jökulsdóttir and Anna Baltudsdóttir, representatives of the Ministry of Foreign Affairs of Iceland, which recently joined the Alliance, expressed their support.
The study “Recovery for All: Mapping and Analysis of Recovery-Related Regulatory Acts” and “Gender-Sensitive Recovery Glossary” were presented by Ksenia Alekankina, Project Manager of the “Reform Index” project at Vox Ukraine, and Daria Rosokhata, analyst at the JurFem Analytical Center.
Government Commissioner for Gender Policy Kateryna Levchenko presented the Roadmap for further steps in implementing gender mainstreaming and inclusion in recovery and encouraged those present to contribute their suggestions to this document.
The objectives of the Roadmap are:
– Regulatory and legal acts in the field of recovery include a gender component (at the national, regional and local levels)
– International technical assistance projects include a gender component
– Specialists from state authorities, local governments, businesses, international and public organizations involved in recovery processes have gender competencies
– Recovery programs and projects include a gender component (data disaggregated by sex, gender research, analysis, gender-responsive budgeting (GRB), gender audits, expertise, etc.)
– Ensuring gender equality and inclusion in recovery is constantly monitored, the results of which are taken into account in further activities
